Hi everyone,

I'd like to propose the following RC2 to be released as the official Apache
Avro 1.11.0 release.

There have been six commits since RC1, including the following issues:
- [AVRO-3225][AVRO-3226] Fix potential C# out of bounds string data.
- [AVRO-3236] Retire .NET Core 2.1
- [AVRO-2903] Accept Ruby BigDecimal datum
- [AVRO-2666] Ruby packaging without echoe

  release.

In addition:
* Upgrade dependencies to latest versions, including CVE fixes.
* Build improvements, such as moving to GitHub Actions to validate PRs,
  using CodeQL and better interoperability tests
* Performance fixes, other bug fixes, better documentation and more...
