It seems Avro C# community prefers not to add more codec impls because they
increase the size of the artifact/package.
With #1358 it is now possible to register custom codecs in the application
code.
If the community decides to add the Snappy impl to the package then please
resolve the conflicts and we will reopen this PR and its associated JIRA ticket!
