Resolution: Won't Fix
It seems Avro C# community prefers not to add more codec impls because they
increase the size of the artifact/package.
With [#1358|https://github.com/apache/avro/pull/1358] it is now possible to
register custom codecs in the application code.
If the community decides to add the Snappy impl to the package then please
resolve the conflicts and we will reopen this JIRA ticket and its associated
Pull Request!
