The Apache.Avro.Tools package requires .NET 6 (1.11.1) and .NET 7 (1.11.3),
there does not seem to be support for .NET 8 as it stands today
.NET 7 is out of support, .NET 6 goes out of support in 4 months
.NET Core 3.1 went out of support a few years ago
[This PR|https://github.com/apache/avro/pull/2589] added support for the whole
project. However, according to the Apache.Avro.Tools
[nuget|https://nuget.info/packages/Apache.Avro.Tools/1.11.3] package info,
there is still no support for .NET8
