When we bumped the parent pom to [version
34|https://github.com/apache/avro/pull/3346], the snapshot repos were taken out.
The plugin jar files were being downloaded from that location to generate the
javadocs in *.github/workflows/deploy-docs.yml* . We should be using the code
from the current branch and repo.
