[BAHIR-166] Migrate akka sql streaming source to DataSource v2 API
This PR has some overlap with #65. After merging #65, it might as well
merge fixes into this PR from master.
### Additional info
Support for Scala 2.10 was removed as of Spark 2.3.0. It would be nice to
do the same with Bahir in another PR.
