Given users can run WordCount with input file path:
"C:/Users/Pei/input.txt", two JIRAs that I filed are not release blocker
IMO.
Maybe this worth a note on Java SDK Quickstart?

Thanks Luke for setting up tests on Windows OS. We can improve the dev
experience on Windows overtime.
