If github already does the notifications, I think that having an extra notifications/reviews mailing list could be overkill (or spammy). However I can see the value of this for archival reasons, e.g. to store the history of the project comments out of github for the future.
+1 for new mailing list (reviews@) or disabled I don't think that putting this in commits is a good idea, The commits mailing list already has a good amount of stuff goinig on. I think that adding more granular information will make it harder to follow.
