Good point Dan.
Right now, we can delete such kind of "sandbox" branches. However, it
could be risky.
In other Apache projects, "sandbox" branches are managed directly by
committers (it's under their responsibility), and it works fine.
I think it's enough for now.
Later, if we want to "secure" the sandbox branches, we should ask infra
to block branch deletion, like we do for "--force" push.
