Netui Base Tag does not use URL rewriting

The base tag uses the attributes scheme, server and port from the requests to
create the href attribute of the resulting html base tag. This does not allow
for any rewriting due to templating, proxy servers, etc.
Suggest using the rewritere service to incorporate this.
