It looks like this is done in init-hdfs.sh, which is invoked by cluster.pp. 
Much of the functionality existed before, but was most recently modified in 
BIGTOP-893. If stuff is added to init-hdfs.sh in the future that not all users 
want, we ought to split it into individual commands that can also be invoked 
individually, but for now it merely creates directories that some services 
depend on, and uploads share-lib. Thoughts on that? Would we rather split it up 
now so there's a distinct "upload-oozie-sharelib" command?
