[PROPOSAL] Two changes for to our BOM

Hi!

while we've been working with the Hadoop community
on stabilizing Hadoop 2.0.4-alpha two things have happened:
   1. Hue 2.3 is about to be released
   2. Giraph 1.0 is about to be released

I'd like to propose these as changes to our BOM. I know
this is late in the game, but both versions feel way better
compared to the ones we're targeting.
