solr-server should have runlevels chkconfig'd on for 2345 in DEB packages, 345
in RPM packages. It is 345 for all.
It would appear that because we have solr-server.init (the rpm-specific
template) under /common/ it is getting picked up by debhelper after we manually
install solr-server.init.debian (the deb-specific template).
