Using Phoenix as an example again, BIGTOP-993 proposes
/usr/lib/phoenix/phoenix.jar
So the site file fragment would point to that jar path.
Both the jar and the site file fragment can be managed by the package manager
independent from global hbase configuration.
I don't think a libexec or jar management is needed, just changes to how
configuration is done.
