Looks like HBase 0.98.3 is out (thanks to [~apurtell] for RM'ing it). Here's
the list of bug fixes, etc.

Shall we bump the HBase version in the BOM? While delivering a number of
improvements it is unlikely to give us any integration headache. Thoughts?
