The idea is to pass a list of directory as argument to the Apache Flume binary
from within the service script.
This list would contain:
* /usr/lib/flume-ng/plugins.d/ for packaged plugins
* /var/lib/bigtop/flume-ng/plugins.d for dumping unpackaged plugins. Name of
the directory is not final.
