There is probably less complexity to just dump a tarball with a layout like 
parcel.  There is a value for some customers, although when I put my admin hat 
on, not giving Hadoop admins permission for using the native packages is more 
political than technical. I mean if you use CM, you already have root or sudo.  

Privileged user managers/auditors are a well known tool and used by security 
concious companies. For example, two of my big customers - one in health care, 
the other a financial company use this company wide for both Linux and Windows. 
So, the "no Hadoop admins can install native packages"  is a weak argument for 
me.
