Apply in order: 1432, 1420, 1421.
1432 bumps HBase up to >= 0.98.4 (specifically, 0.98.5) which is required for
4.1.0 as explained on that issue.
1420 then bumps Phoenix to 4.1.0
1421 then attempts something useful with defaults files.
