I haven't seen this kind of error before but for sure will run into a deep
analysis on it right now, hope I can figure it out soon.

About docker containers, if previous vagrant operation did not success,
containers might still created and need to be manually cleaned up using docker
command(docker rm).
But for iptables I do not have clue on it yet, sorry.
