Actually, the way we build Hadoop for releases doesn't depend on findbugs. It
only becomes a requirement if you run it explicitly. Arguably, findbugs is a
development-time tool and shouldn't be seeing at the stack production level:
it's too late for findbugs and it should've been ran a way earlier in the dev
CI.
What's your use case?
