### Description of PR
This PR adds Apache Airflow 2.10.4 to our software stack.
### How was this patch tested?
Tested on Debian 11 and 12, Rocky 9 and Ubuntu 24.04 as follows, after
applying this PR:
```
$ ./gradlew toolchain
$ ./gradlew allclean bigtop-utils-pkg airflow-pkg repo
$ cd provisioner/docker
$ ./docker-hadoop.sh -d -dcp -C config_debian-11.yaml -F
docker-compose-cgroupv2.yml -G -L -k bigtop-utils,airflow -s airflow -c 1
```
(Airflow itself doesn't need bigtop-utils, but it is required to run the
smoke test in the Docker provisioner)
