I set up jobs for building 3.4.0.

- https://ci.bigtop.apache.org/job/Bigtop-3.4.0-ppc64le/
We can see failures to be addressed on some combination of arch, distro and
product.
Part of failures looks caused by transient error of downloading dependencies.
I'm going to set up a job for smoke-tests next.
