At the top of the page, click on "Request project role".

An "Observer" is the first level of "project membership". The project members are people who have the observer role, or higher. More than anything else, you'd want this as a stepping stone for a higher level role. I only know of one thing that Observers can do. They can vote on the project leadership. So, for example, suppose you don't like the project lead and want to nominate somene else. You'd need to be an Observer for the project.

In my case, I want to be an Observer because I'm interested in the next level: Content Developer. This means that you can access the website. When I have several case studies done, I would be able to maintain a case study page for people to download.

And the highest level is Developer, which gives you more rights. My understanding is that what those are depends on the project. For example, in one of the development projects (e.g. "Writer"), being a developer would let you touch the OOo source code. Now, I am a "Developer" for the "Council" project (ie. OOo community council). But this project doesn't have any source code. So I'm not sure that there is any practical difference between being "Content Developer" and "Developer" there.

Or click on "my profile" when you login (left column). Then scroll down to the bottom of the page. You will see a list of projects you are a member of, and your membership status.
