If that is the case then IMO we better locate attachments for system
wiki pages in trac/htdocs folder and make reference to them using
htdocs: shortcut . That way we do not have to deal with attachments ,
which is a bit complicated .

That's definitely another related subject . We can not make
assumptions if wiki page was previously edited .
