At present you may add/remove yourself , not others .
So far, I see no reason to not allow registered users to modify
the ticket CC list. It can be useful too, because I was chatting with
someone on IRC today, and told that person I would CC them on the ticket
for the issue we were discussing. Does anyone see a reason to not allow

Interesting.. I suppose one reason might be that it could be open to
abuse that might be hard to spot and stop quickly. I'm not too worried
about this but I'll start by changing this to be something that
committers are allowed to do (along with adding MILESTONE_ADMIN) in
advance of any further discussion.
