I've done a quick search and found at least 6 direct mentions of projects
deleting the DISCLAIMER file upon graduation from the incubator, eg Rave[1].

Based on that and what the current DISCLAIMER was for (showing incubation
status, [2]):
Yes, it should be deleted.
