I'm one of them ... but TBH these particular features related to upgrades, DB access, etc are not the one I'm more familiar with . I've not tried this upgrade path on my local dev environment and the instances I run have been either installed from scratch or migrated from Trac=0.11 / 0.12 . Nevertheless , considering the fact that I see some test cases for upgrades , it seems to me that (at least part of) this has been tested .
