Yes, I can confirm that there is a submission from you now.

As for the DEVCOM-92 project (https://issues.apache.org/jira/browse/COMDEV-92) 
I applied for, how come the past student failed to finish the project? If you 
don’t mind me asking.

My memory of it may not be all that clear but one of the issues was that we didn't manage to get regular commits out of the student. I don't really know if that was the students fault but the contributions certainly stopped.

I didn't see any particular barriers that would have stopped it being a successful project. It is always worth remembering that a successful project will require regular commits and regular communications. A dump of work just before the mid-term review or lack of communication until then will set the expectation that the same will happen in the second half of the project.
