are no writableledgerdir but there are ledgerdirs according to
LedgerDirsManager.getWritableLedgerDirsForNewLog
- end-to-end testcase of Bookie recovery, incase of Bookie ledgerdir
reaching
the threshold, and recovering by forcing the gc/compaction
