TestFencing is failing due to LAC piggyback changes.

Run TestFencing test cases in current master.
- What did you expect to see?
The test cases should pass in current master.
- What did you see instead?
TestFencing##testNoRecoveryOpen and TestFencing#testManyOpenParallel are
failing.
