Switch from Findbugs to Spotbugs

FYI.

In a recent change https://github.com/apache/bookkeeper/pull/834, we are
switching from Findbugs to Spotbugs (which is the successor of Findbugs).

All the jekins job are already updated to use `spotbugs:check`.
