directories to store index files

There is a problem with the function of bookie's directories to store index
files, I plan to fix this problem in 4 stages:
1) Iterate on a basic function first, pr:

2) Add metadata and consistency check
3) Increase disk monitoring
4) The readonly safety mechanism is triggered
