@ahgittin we persist them as part of the enricher returned by
`ServiceNotUpLogic.newEnricherForServiceUpIfNotUpIndicatorsEmpty()`. The
default value in the computing function is `Entities.UNCHANGED`. So it might be
in customer persisted state :-(
