Deploying from .deb on Ubuntu 21, or higher, fails with the following error
{code:java}
dpkg: error processing archive apache-brooklyn-1.1.0-rc1.deb (--install):
conffile name 'etc/brooklyn/all.policy' is not an absolute pathname {code}
Deploying still works on Ubuntu 20, which is workaround for now
