After deploying the ControlledDynamicWebAppCluster (see
appserver-w-policy.yaml), and creating load using `for i in {1..500}; do curl
http://my.server:8000/ & done`, the policy kicks in and resizes the cluster.
However, the cluster shows as on-fire with the message "Required entity not
healthy: ControlledDynamicWebAppClusterImpl{id=yHQfpJGf}"
