The test attempts to start Tomcat on a port that is deliberately already in
use. The expected behavior is that Tomcat will fail to bind to that port and
report SERVICE_UP as false.
However, the SERVICE_UP attribute retrieval times out because it cannot be
retrieved since the Tomcat HTTP connecter fails to start since the port is in
use.
This fails for Tomcat 7 and 8.
