    Fix CreateUserPolicy for SuSe Linux

    - Sudo is compiled with --without-secure-path on Suse
    - Brooklyn uses sudo with the -E parameter which preserves the
      user environment
    - CreateUserPolicy needs commands only available on the secure path
      locations
