Jason, Glad to know you're interested in translating Buildr's website. Currently we only provide an english version of the site, but I guess it would be good for the project to have documentation in several languages, at least the content from buildr.apache.org, that would benefit product adoption. Regarding communication, I think it's better to use Apache Buildr's dev mailing list, so that all people involved with Buildr's development can have a voice. I'm replying to you and the dev-ML, I suggest you to subscribe to the list if you havent do yet.
As all improvements for Buildr, it would be fine if you create a JIRA ( https://issues.apache.org/jira/browse/BUILDR) issue and attach a patch with the translated documentation.
