We assign a “newbie” label to issues that we think are suitable for beginners.
A more fine-grained classification isn’t really possible. The person triaging the case would spend so much time figuring out whether it is a level 2 or level 3 that they might as well just fix the damn thing. If you’re no longer a newbie you should be able to estimate the complexity of a bug.
