I agree Spotless documentation is a bit vague, however Spotless-Gradle
orders statics for me.
Here's an example:
// import statics first
importOrder("static ", "java.", "javax", "org", "net", "com", "")
// import statics last
importOrder("java.", "javax", "org", "net", "com", "", "static ")
