[REVIEW REQUEST]: Review Request for CALCITE-4901

Hi community,
I request a review on CALCITE-4901(
https://github.com/apache/calcite/pull/2665), which fix
the RelToSqlConverterTest using RelRoot.rel rather RelRoot.project(), and
that the Project shouldn't wrap a select for Sort.
