Summary: Implement ST functions for the TWKB format

TWKB is a popular format supported by postgis. Calcite does not have support
for the related ST functions (ST_AsTWKB, ST_GeomFromTWKB). JTS recenlty added
support for TWKB so the implementation of these functions should be rather
straight forward.
