Today quidem tests can control the optimization passes that can be applied
using a !set planner-rules command. This command adds or remove rules from the
Volcano planner. This does not guarantee that the rules will be applied during
optimization.
Perhaps the solution is to have a HEP planner stage before the Volcano planner,
where the rules can be added to be executed unconditionally.
