I have created branch-1.3 in Apache git. I still need to write the release notes; expect an RC and vote later today.
(Note that the branch has not made it to github: https://github.com/apache/incubator-calcite/tree/branch-1.3. Apparently branches only propagate to the github mirror when they contain a new commit.) Please don't push to git (either master or branch-1.3) until the final release vote has passed. Julian
