Well the test is in fact correct, it should only be invoked 1 time.
The Policy only wraps the children 1 time.

There is no difference between using the Policy per processor and per
Route, if the policy implementor just do its work before calling the
child process.
But there is a lager difference if the policy implementor do its work
after calling the child process.
So I updated the PolicyPerProcessorTest and PolicyPerRouteTest for it.
But you may have though of Policy wrapping every child because in
Camel 1.x you use it for defining transactions (REQUIRED, REQUIRES_NEW
etc.)
But that is error handling which have special logic in Camel to have
each processor lookup and use the appropriate error handler.
I backported the unit tests from 2.x to 1.x and the run the same.
Thanks for explanation, I was confused with the same unit test assertion
codes this morning. It's much clearer now :)

CAMEL-2665, CAMEL-2666, CAMEL-2667: Policy can now be used per processor.
Model definitions now check on startup if required children is missing to
prevent mis configuration. Policy is now handle correctly with lifecycle by
WrapProcessor.
