Yeah, good plan. May be a bit time consuming but I agree that this needs to be
done a little bit at a time.
There are probably some that you can upgrade together to save time. Like
maven-clean-plugin, maven-compiler-plugin, maven-dependency-plugin,
maven-install-plugin, and maven-resources-plugin should be pretty compatible
from version to version as they are core Maven plugins. I would expect the
plugins outside the core to be a little more liberal when it comes to changing
functionality.
