I've only tested against Serv-U. I've tested ftp (consumer and producer) and 
sftp (consumer and producer). 

With the default value (stepwise disabled) all of these work. When I enable 
stepwise only ftp producer works (since for some reason the buildDirectory() 
method in FtpOperations never does stepwise CD).
