Fix For: 2.7.0
Allows to configure redelivery policy as global policies which you can refer to
using the ref. This make it easier to define common policies which you can
re-use in different routes and onException definitions.
Currently you would have to define it as a <bean> tag. We need a nice DSL for
it in the <camelContext>
