Hmmm, it's really odd, as jaxb.index was/is already there where it should be
[1], namely correctly under the resources directory, compatible with the
maven's standard layout!
To my understanding it's a jetty-plugin issue (jetty:run) which apparently
doesn't setup the classpath correctly... However I didn't really dig into it.
