FYI, it seems that the links in Developers page are generated automatically from the child pages of that section and Project Guidelines is not a child page, that's why it is not appearing there. Even more Project Guidelines page is marked as deleted in confluence. I don't know the history of that page - why it was deleted and so on, so I'm leaving it as it is.
